What changed on 1 January 2026
The legal basis of the vehicle CCR is art. 202 of the customs code, rewritten by art. 127 of Law no. 25-17 of 14 December 2025 (the 2026 Finance Act, Official Gazette (JO) no. 88 of 31 December 2025). The real shift: until 2025, only a new vehicle got through; now, new or strictly under five years old.
You will read everywhere that “the limit goes from 3 to 5 years”: that is false. The three years are the rule of the resident scheme — a different scheme. The CCR, for its part, goes from new-only to recent used vehicles: a far wider opening than the dominant narrative suggests.
Are you eligible? The law, then the counter
The law requires three things (art. 202): being registered with an Algerian consulate, proving at least three years of uninterrupted residence abroad at the date of the change of residence, and never having used the scheme. It is a right that can be exercised only once in a lifetime.
In practice, consulates add their own requirements: the file assessed at submission — sometimes “more than three years” where the law says “at least” —, a minimum age, “primary” registration, extension of the never-used condition to the spouse, moving within six months. These counter rules do not appear in the text we have read; they are applied nonetheless. Have your consulate spell them out, in writing if possible.
Once in a lifetime: if you have already used a CCR — even twenty years ago, even for a move with a vehicle — the door is closed. Residents, for their part, come under the renewable “under 3 years” scheme.
Which car can get through
Petrol, petrol-electric hybrid or electric — diesel is excluded, and the transitional window for diesels bought before 2026 closed on 30 June 2026. Age is assessed on entry into the customs territory: strictly under five years old on arrival at the port, not at purchase. A transport delay can disqualify a borderline vehicle.
Engine capacity: 1,800 cc at most for a passenger vehicle — exactly 1,800 gets through. It is a quiet tightening for 2026: petrol previously went up to 2,000 cc via the duty-exemption schedule. Our catalogue is calibrated accordingly: our vehicles are currently 1,598 cc at most.
The options everyone forgets: instead of the passenger car, the CCR admits a commercial vehicle up to 5.95 tonnes or a registered two-wheeler — same age and engine conditions. One vehicle only, your choice.
The cap in dinars, and what it covers
The duty exemption is not unlimited: it applies under a value cap of 8 million dinars for trainee staff and students training abroad, 10 million for other citizens (art. 120 of the 2024 Finance Act, unamended since). The “employees, traders, pensioners” categories you see circulating are a consular gloss, not the text.
The cap is global: it covers the total value of the change of residence, personal effects and furniture included. The removal container eats into the vehicle’s cap.
Above the cap, duties and taxes become payable — but on the excess alone, or on the whole? Consular sources do not say, and we will not state what the text does not. If your plan comes close to the cap, have both scenarios costed before signing anything.
The procedure, from the consulate to the number plate
- Change-of-residence file at the consulate, backed by proof of residence and activity over three years
- Consulate approval — allow two weeks to a month depending on the post
- Purchase of the vehicle and shipping, in practice within six months of the CCR
- Customs clearance at the port under a customs transit permit (TPD), Ministry of Mines inspection included
- Final registration at the wilaya
The golden rule, repeated by every consulate: buy nothing before approval. A CCR refused after purchase leaves you stuck with a vehicle in Europe — at best. The order is: approval first, purchase next, shipping last.
The beneficiary’s physical presence at customs clearance is required in practice, and several posts refuse powers of attorney. Our support service prepares everything — file, transport, customs broker, calculations — but it is you who goes through customs: that is the very nature of the scheme.
A used vehicle requires extra documents
- Foreign registration certificate and proof of ownership
- Certificate of absence of any pledge or lien — the most often forgotten document on a financed vehicle
- Technical certificate less than three months old from the country of registration
- Manufacturer documentation (conformity) — demanded in practice
On arrival, the condition is checked: good working order, safety, environment, manufacturer’s specifications. The stated penalty for a non-compliant vehicle is immediate re-export at the owner’s expense. That is the risk our pre-purchase verification eliminates.
What a “capped” exemption costs
The CCR’s advantage is real but bounded: the exemption covers duties and taxes under the value cap. Still at your expense: the vehicle itself, the transport, the consular chancellery fees — in the region of 4% of the declared value according to one consulate’s schedule, to be confirmed with yours —, the inspection and the registration. The exact scope of the exemption (VAT included?) is not broken down by any source: we have it clarified case by case.
On our vehicle pages, the price details the vehicle, freight and our service fee. Duties depend on your scheme: they are quoted on your file, in the quote, before any commitment.
Reselling: the misunderstood constraint
This is the point almost every infographic gets wrong: the “36 months with sliding-scale repayment” rule belongs to the resident scheme (art. 208 of the 2025 Finance Act). For the CCR, consulates describe different steps — full duties before two years, reduced up to five years, free thereafter. Two schemes, two scales; how exactly they fit together is not documented, and we say so.
The lesson is simple: the CCR is not an arrangement for reselling — it is the tool of a permanent return, for driving the car yourself. If your goal is different, let us talk about it first: there is almost always a better route than the one that ends in a customs reassessment.
